Sandhya
Savant studied at Sir J. J. College
of Architecture, University of Mumbai. She graduated
with a Masters degree in Urban Design, at University
of Texas at Austin, U.S.A. She has been a recipient
of the Charles Wallace Fellowship for Conservation
(U.K.), and as part of the fellowship she did
a certificate course in Conservation at the Society
for Protection of Ancient Buildings (SPAB), London
and a short internship at University Of York.
She has outlined the Development guidelines for
the Opera House Precinct, which is one of the
first urban architectural controls to be adopted
for heritage areas in India. She has also co-authored
`Conserving an Image Center - The Fort Precinct
in Bombay'. Based on this study and recommendation
the State Government declared the Fort area a
Conservation Precinct in 1995.
This
was a planning and design concept competition to present
the visions for a decaying
Industrial city; as it exists today and as it might exist
in the year 2020. 250 international
entries from 43 nations were received. This entry won
a gold medal. THE PROGRAM
Using the city of Milwaukee as a prototype, the competitors
were challenged to develop proposals for the future
city that responded to the prevailing social
and economic forces. The solutions had to be transferable
to similar industrial cities around the world. They were
asked to generate their visions for three typical areas:
The Downtown district, Older
Neighborhood and the Suburban
edge.
DESIGN
STRATEGY
The proposal attempts to heighten the experiential
quality of city living - The charm
and excitement of the city
center, and a sense of belonging
and permanence of the older
neighborhoods, and a sense of community
and intimacy of the suburban villages. This
is made possible by proposing tax incentives for urban
in-fill developments and
making zoning changes to protect
older neighborhoods and curbing suburban sprawl using
value-in-use taxation.
